nwo.EnableCapabilities() does not work for Channel, & system-channel

    Description

      func EnableCapabilities() in deploy.go

      1. does not work for Channel group capabilities (only Application and Orderer)
      2. does not work for the system channel (as it needs an Orderer Admin Session).
