Service Discovery support for Implicit Collections

    Description

      Discovery for implicit collection doesn't seem to work. Using the following command from `discover` cli:

      ```
      discover endorsers --chaincode=asset_transfer \
      --channel=channel1 \
      --collection=asset_transfer:_implicit_org_Org1MSP \
      --server=peer0.org1.example.com:7051 \
      --peerTLSCA=/var/crypto/peerOrganizations/org1.example.com/peers/peer0.org1.example.com/tls/ca.crt \
      --userKey=/var/crypto/peerOrganizations/org1.example.com/users/Admin@org1.example.com/msp/keystore/key.pem \
      --userCert=/var/crypto/peerOrganizations/org1.example.com/users/Admin@org1.example.com/msp/signcerts/Admin@org1.example.com-cert.pem \
      --MSP=Org1MSP
      ```

      I see the following in the peer logs:

      ```

      ```

      I am sure that the collection exists in the my CouchDB world state
