Panic if path for Collection index is not correctly structured

If the path for the collection index is incorrect - in this case missing the 'indexes' directory the peer will panic. 

This PR raised the problem originally but never made it into the codebase.

I've hit this issue again - so taking that PR plus suggested updates.
