As an infrastructure developer i want to enhance my transactions with updated epoch numbers

This can serve two purposes:

 - efficient (more light weight) replay attack protection

 - clear boundary w.r.t. when a transaction should no longer be expected to appear in a channel. This can be handy for many applications not to forever wait for their transaction to appear in the ledger.
