Do not allow update of existing Schema

As Schema is identified by (NAME, VERSION, ORIGIN), but `schema_seq_no` is one of identifiers of CLAIM_DEF, we need to disallow any updates of existing Schemas.
If one needs to make changes in a Schema, he needs to create a new one with a new Version (or with a new name).
