GetValidatorInfo should have correct validation for signature and permissions

    Description

      Right now Node require signature, but doesn't check role/permission for GET_VALIDATOR_INFO
      I see 2 possible options here
      1) Node doesn't require any signature
      2) Node requires signature and check role/permission of the sender
