View Change should not be triggered by re-sending Primary disconnected if Primary is not disconnected anymore

    Description

      If a Primary was disconnected (probably for a short amount of time), we send INSTANCE_CHANGE.
      This INSTANCE_CHANGE will be re-send every 60 seconds, even if Primary is already connected.
