Change default configs for better performance and stability

As followed from INDY-1475, we need to change some default values for better stability and performance.

In particular:

• Max3PCBatchSize = 1000
• VIEW_CHANGE_TIMEOUT = 420
• MSG_LEN_LIMIT = 128 * 1024
• ZMQ_CLIENT_QUEUE_SIZE = 100
