validator-info has stale indy-node service information

    Description

      Troubleshooting issues discovered while running Indy Chaos experiments has revealed that validator-info['Extractions']['indy-node_service'] (and likely other 'Extractions') information are stale (out-of-date).

      Steps to reproduce:

      1. Login to a validator node
      2. Run `sudo validator-info -v --json | python3 -m json.tool` and locate the "Active" line under Extractions > indy-node_status.
      3. Run `sudo systemctl status indy-node` and locate the "Active" line.
      4. Compare them. The datetime will be the same, but the human readable uptime (i.e. 51min ago) will be different, suggesting that indy-node is not regularly updating service details.

      Repeat steps 2 through 4 above after stopping indy-node service on the node. Note that validator-info still says the service is active.
