Find out why validation of PrePrepares with Fees takes so long

During the recent tests it was found, that dynamic validation of PrePrepares with fees take a lot of time (100 ms vs 2.5 ms), which led to high latency on master and hence a View Change.

We need to check what is the cause of such behaviour.
