New instance was removed after creating

When adding a new node to the pool and changing the value f, a new instance is created. After enabling the logic for removing replicas on performance degradaded, a problem was found with removing a replica immediately after creation.

Acceptance criteria:

• Add a test for identifying a problem
• Correct the problem. When adding a new replica it will not be removed on performance degradation
