Unable to locate sovrin-client when apt install is done in vagrant

I was trying to setup agent and validators.

Validators started fine, but when I started agents with command

vagrant up agent01 agent02 agent03 agent04 

it threw error 

agent03: Unable to locate package sovrin-client 

got the same error when I ssh-ed in vagrant and tried sudo apt-get install sovrin-client

Environment:

Mac Os Sierra 10.12.5

vagrant 1.9.6
