Create outline for SGX & non-SGX sys admin procedures

    Description

      Reorganize the sysadmin procedures to clarify which sections and steps belong together. Include the same basics steps for the "generic" (non-SGX) procedure as in the current SGX procedure. Add new steps to both procedures for missing information.
