Docs: Error instead of help output in sawtooth-validator CLI reference

The sawtooth-validator topic in the CLI Command Reference has an error instead of the automatically generated help output from the sawtooth-validator command:

Please build sawtooth-validator first with 'build_all' or 'build_validator'

This problem occurs in release 1.2.3 (latest) and the 1.1.* docs.  For example:

The correct help output is shown in nightly/master, 1.0.5, nightly 1.1, and nightly 1.2.
